WRS Eligible LTEs

The Wisconsin Retirement System (WRS) provides retirement, disability, death and separation benefits not available to you previously.  Once you are under the WRS, you are eligible for a variety of insurance benefits (health insurance, life, dental, etc.). There are two components that impact you immediately:  WRS contributions and eligibility for insurance benefits. Payroll will notify LTEs via email when they become eligible for WRS.

Wisconsin Retirement System participation is required if a LTE works 1200 hours within 52 consecutive weeks.

Due to the LTEs eligibility for WRS, it is recommended that a Life Insurance/WRS Beneficiary Form is completed and submitted directly to Employee Trust Funds.

Once employment is terminated, a LTE can withdraw their WRS contributions by contacting Employee Trust Funds. 

Eligibility for Insurance Benefits

When you become eligible for the Wisconsin Retirement System, you also become eligible to enroll in a number of insurance plans, including health, dental, vision, life and disability insurance.

These insurance plans are effective the first of the month, following your WRS eligibility date. Your WRS eligibility date will be provided in the email notification from Payroll.   

All insurance elections made are collected post tax. WRS Eligible LTEs are not eligible for Employee Reimbursement Accounts (FSA and Commuter benefits). Post tax benefits can be canceled at any time, the cancelation is effective the first of the month following receipt of application.

Please note that if you do not enroll now, you may have limited opportunities to enroll in the future (Qualifying life event, It’s Your Choice Open Enrollment).

Health Insurance

WRS Eligible LTEs are responsible for the full health insurance premium. On the first of the month following six months of WRS service, LTEs are responsible for half the full price of the health insurance premium selected. The premium is determined by the health insurance plan the LTE chooses. LTEs have the option of waiting until the employer contributes to the premium or enrolling prior to the employer contribution (at full cost). Health insurance applications are due within the first 30 days of WRS eligibility.

State Group Health Insurance Rates

WRS eligbile LTEs are eligible to apply for the Opt Out stipend. If eligible, the LTE will start receiving the OPT OUT stipdent when the employer would start contributing to the health insurance premium (first of the month following six months of State WRS service). To continue receiving the Opt Out stipent the employee must submit a paper application annually during Open Enrollment. Visit the following link for FAQs on the Opt Out stipend.

Income Continuation Insurance (ICI)

Income Continuation Insurance plan provides up to 75% of gross wages as replacement income if you become disabled. Benefits begin after a selected waiting period (minimum of 30 consecutive calendar days) or use of accumulated sick leave (up to 130 days), whichever is longer.

There are two coverage levels:

Standard ICI covers earnings up to $64,000;

Supplemental ICI covers earnings from $64,001 to $120,000

LTEs do not earn sick leave therefore the 30 consecutive calendar days would be unpaid before ICI benefits begin. This also impacts the premium of ICI, LTEs who select ICI coverage will be in Category 1. There are no deferred enrollment opportunities for ICI. If a WRS eligible LTE does not sign up for ICI, their only other enrollment opportunity would be under Evidence of Insurability.
